Most of these files are in Adobe Acrobat Reader (.pdf) format. Most computers now come with this software bundled. When you click on the link, Acrobat Reader will either (depending on how you have your browser configured) launch automatically and present the document on the screen for printing; or your browser will begin downloading the .pdf file onto your computer, which can then be launched separately and printed through Acrobat Reader.

If you do not have Adobe Reader, try Foxit Reader 2.3 for Windows -- it's free, fast, and a small download. If your computer isn't running Windows, check Adobe's website to find a version of Adobe Reader for your operating system.
